Cant create new categories. All become root 1.6.1.9

Something must be very wrong in this latest update of Prestashop 1.6. I have a fresh install and I cant create new categories under Home. They all come in the same level as Home even if I choose Home as parent.
And the new feature creating root work, but it doed not show up as a choice as parent

 

Edit. If you dont create a new root category everything works as normal.

The add new category form has a field to mark it as root category, Please make sure that you are selecting the root category as per your need. See attached screenshot.
