[Promblem]Error: mail parameters are corrupted【1.3F BO】

As the pic shows, when i send a messenger at my account page, and got a error: mail parameters are corrupted.
But this messenger indeed had been sent to the BO, I can see the messenger at the ORDER page in BO.

At BO order page, if i send a Display to consumer messenger to customer, also will got a error.

is there anyone having the same problem in the 1.3F?
