Adjust position of subcategories and features catalog in responsive theme

When viewed on a mobile device or smaller website display window, our responsive (PS 1.6) theme adjusts accordingly, as expected.  The subcategories list and features catalog, once fully listed in the left column, turn into drop-down menus positioned after product_list (div id="left column" is moved below div id="center column").  The viewer must scroll down below the products to see the two menus.

 

How can I position these two menus to appear above product_list (when viewed on small screens)?

Maybe someone could quickly offer a file or folder where I should look.

 

My guess is that it is JavaScript that switches the catalog and features list being fully shown in the left column when in regular/desktop view to a collapsed drop-down menu at the bottom in mobile view.

 

Any suggestion is greatly appreciated.
