I recently had the same issue with a Greek Prestashop 1.6.1.8 installation.

I couldn't log in on BO if I changed the default language.

 

This is the fix I found that worked: 

 

1. go here https://www.prestashop.com/en/translations

2. download a translation for the language you want BUT try an older version (1.6.0.11 worked for me for example)

3. replace the contents of /translations/XX/ with the downloaded /translations/XX/ files from the link above (where XX is the iso-code for the country of your translation).

 

This should be enough to work.
