Conditional display by country / city

so here is my idea.

i want to display some piece of code/ banner/image only in one city. not every other.

if the user is logged in i can see a way of doing that by pulling his adress and building from there.

But is there a way of doing that by ip/geolocation?

Basically if an user is from rome let's say, he sees my code. if he comes from anywhere else he does not see this code.

how can i do this, and how can i check geolocation?

any idea?
