Payment limitations not available

Hello everybody: in my shop the payment Limitations in Modules/Payment are not visible.

Could it be a permissions problem?

Where I can watch to control and/or fix it?

if you are logged as super admin, then it is not permission issue. super admin has all permission.

 

if you use a user other than a super admin, then check the profile of the user and then check permission of the profile.
