Shipping prices per zone + package size difference + free shipping

Hi there,

My client has the following needs:

1. Shipping within Netherlands for a letter is 3,50
2. Shipping within Netherlands for a package is 4,95
3. Shipping within Netherlands above 49 euro's is free.
4. Shipping to other countries have a fixed rate. (i.e. Belgium is 7,50)

The current way that it is setup and works for me, but not my client:

Every letter has a weight of 0kg and every package has a weight above 2kg.
So fill in 0 and it's a letter, fill in 2 or higher and it's a package. This way I can define it in the courier settings.
I have 3 couriers:
1. Netherlands (settings: http://tinyurl.com/j75tmbu )
2. Netherlands free (default)
3. Other countries (default, since prices for letters and packages are the same)


My client wants to choose what kind of package it is (letter or package) in each product, instead of filling in a 0 or a 2. Is this possible? I tried it with different courier settings and zones but when the shopping cart sees that 1 product is 3,50 shipping costs and the other is 4,95, it will just add it onto eachother. Besides that it also disables free shipping since I can't add another step (in courier shipping prices) based on price. I can only choose either based on weight OR based on price. And if I add another courier that is only for Netherlands and is free, then add it to each product, it will always offer free shipping.


Any idea's? I personally think how it's setup right now is fine, since it covers all bases. But my client wants to select what kind of package it is, instead of typing 0 or 2.
