American State Tax, fixed yet?

I just upgraded to presta 1.3 in hopes that this issue was resolved, i had heard rumors that it was but through testing, i don't believe it is.

turned tax on in back office/payment/taxes
entered name and tax amount, then scrolled down to NEW JERSEY and checked that box and clicked save.
went to an item and chose to add tax to that item in catelog/item/edit

i signed into my shop with a test account with a NEW JERSEY address, added item to cart, item does not calculate tax.

so before i file a bug report, can someone help troubleshoot this for me?

under shipping -> states did you set your state to state tax?

Taxes are working just fine, even in PS 1.2.5, you just have to configure them properly (the documentation is not very clear, but there are plenty of threads about it in the forum)

thanks melinda, that may have fixed it.
and that seems a roundabout method, to go into shipping and do it there.

tomerg3, i have been working on this for months and using search on the forum was unable to help me, it helped me find many other things but not this.
so just saying, i did give looking a try and failed.
if this really is a fix, maybe we can get some proper documentation?
