What tax rules am I to use?

Setting up 1.6.1.5

I don't understand the tax rules setting when adding a Product. The drop-down lets me select from the various state tax rules in the system, but I thought taxes were determined based on the buyer's location? So what should this drop-down be set to? Right now it keeps defaulting to Alabama. The vendor is located in Florida.

But I'm still confused... should I be setting a product tax at all if it depends on the customer location?

If I need to set a local tax setting just for Florida customers, isn't there a setting somewhere that can just set this one tax for all products?

 

It doesn't make sense to me that this is a per-product setting rather than a global STORE setting.
