Robots.txt blocking crawling, No able to verify google webmaster

Hi

 

I'm working on a site for a client, I've tried both the method 'html file' and 'html meta tag' to verify site in google webmaster but nothing worked.

I get a "Verification failed. We couldn't find the verification meta tag." error message

When I try to fetch site using an HTTP headers tool, I don't get any content back

 

I checked robots.txt and everything is disallow

 

How should I delete robots.txt because robots.txt is not visible in root directory (prestashop cloud)
