Unable to change feature or feature value position

Hi

BO has a feature that should enable to change the position of features or feature values by drag-drop them into suitable position.
Unfortunately it does not work. I have tried different browsers. cleared cache and even did two fresh installations.

When moving item around and releasing it, I get an confirmation message that everything was OK and I can see new arrangement.
But after I refresh all the positions fall back into default place.
