Tax based on Invoice Address vs. Delivery Address not working

I cannot get the tax to work correctly.

 

I have one US state enabled (mine).  I have created & enabled the tax rate and have the following settings:

 

Enable Tax = Yes

Display Tax in the Shopping Cart = No

Based on : Invoice Address

Use EcoTax = No

 

I have also made sure the Tax Rule is enabled for that state.

 

So, If I go to the Front Office and put an item into the cart and proceed to checkout, fill out the form with an invoice address from my state (the one I need to apply taxes) and use a delivery address from another state, PS should show tax being charged (my states' tax) but it does not.

 

I have tried switching back and forth between basing it on Invoice & Delivery Addresses but It just won't tax the way I believe this should work.

 

To further complicate things I am unsure of what to put into the products' Tax Rule box in 'Catalogs>Products>Prices.  I tried enabling my states' tax but that doesn't make sense as wouldn't that charge tax on every sale? The Final Retail Price used to change if I enabled my state's tax but now it does not change.  It always shows the retail price no matter what I put into the Tax Rule box.  I tried enabling other states to see if I could get a grasp on what this Tax Rule box is for but I just don't get it. 

 

I have worked on this 2 days now and am ready to pull out my hair.  Any help here would be hot.

I figured it out.  

 

After creating a new rule and hitting 'save & stay' the page reloads with a new table to fill out.  This is what I missed.

 

I entered my country, entered the range of zip code to cover, Behavior = This Tax Only, and then in the Tax box I entered the rule I previously created for my state.

 

And now it appears to work correctly although I feel I need to test it from various different addresses,  The ones I did test work fine.

 

Mods, feel free to mark this as SOLVED.  I'll get the lights on the way out.
