Two paypal logos on payment page - one works, one doesn't

I have tried everything I can think of.  I have configured the Paypal module with express checkout, without express checkout, by having it be express at checkout only, by having express show up on product page, not on product page, on checkout page, not on checkout page.  I still get two logos with the first one working and the second one giving me this message:

 

"We cannot process this transaction because there is a problem with the PayPal email address supplied by the seller. Please contact the seller to resolve the problem. If this payment is for an eBay listing, you can contact the seller via the "Ask Seller a Question" link on the listing page. When you have the correct email address, payment can be made at www.paypal.com.

Your purchase couldn't be completed

 

There's a problem with the merchant's PayPal account. Please try again later."

 

 

The first logo is the one that works.  The second one has "Pay with Paypal" in words to the right of the logo but clicking on that logo gets the error message above.

 

On each product page (when turned on) the paypal express logo takes you right to paypal to checkout with no problems.

 

I've looked at other posts and some seem to say that you can delete the second logo on the paypal positions page but I can't figure out what to do.
