It seems there are a few people on the forums with this problem and no fixes

Please duoble check your Paypal configuration. I got almost same error when the sandbox mode was turn to yes.

Now here is my Paypal setting : BO -> Payment -> Configuration:

Sandbox mode: no (YES if your testing using sandbox)
PayPal Integral: Activate payments by credit card (use even the customer have no paypal account)
Express Checkout: No (Yes if you only using their button )
