1.6.1.6 problem with taxes

In my store i have taxes rules "Sales-taxes US-FL 6%". I import products with tax excluded prices, select for all products use "Sales-taxes US-FL 6%", enable taxes and on product page/cart page i see all prices with "tax excl" label. And i have two problem:

 

1) In settings, i select that my carriers not use tax, but in front office near carriers price i still see "tax excl" label, why?

 

2) Why i nowhere dont see also "tax incl" label with price?  where must be my tax excl product price + "Sales-taxes US-FL 6%" tax. May be i need import product price not with tax exluded prices, but with tax included prices?

 

3) Why total product and total cart price going with out  "Sales-taxes US-FL 6%" tax?

I think i found answer for question 2 and 3, need in Localization->Tax rules select tax and press edit button, after apply this tax for all countries.
