Tax based on total price of product type

Here in The Netherlands there is a tax rule that if the total amount of some electronic products (mobile phones/tablets etc.) in the cart/order is more than 10000 euro, the tax should be 0 for that type of products. If it's less than 10000 it's should be the normal tax (21%).

 

I can identify the type of products by it's tax id. Can someone give me a hint where to check the total amount of that kind of products and change the tax rate of it?
