Allow ordering of out-of-stock products not working

Hey Guys, I've disabled this option for our site and set it to deny orders but we still get a ton of -1 stock quantities and I can't for the life of me figure out why.

 

Shouldn't the customer receive an error if a product goes out of stock even if the the product is in their cart?

each product can have own setting, so

1) the setting you mentioned is a global setting?

2) the setting you mentioned is a setting for product?

Yes the global setting is set to deny orders for out of stock items and the individual product setting is set to deny orders for out of stock items yet it keeps happening for some reason. I'm baffled as to why. Is it because someone has the items in their cart and in the meantime we sell out of that product?

Anything on this? I noticed that customers can update the number of items in the cart above the number of items available in stock and not get a warning.
