In PS 1.6.1.3 where is the file with date for the connection to the database?

I downloaded the version of PS 1.6.1.3 of 26 November 2015, however I cannot find the file settings.inc.php that should be present in the "config" folder. Where do I find the file with the data relating to the database for this version?
