Customers cannot checkout without Paypal Account

I have an issue obliging my users to log in a Paypal Account in order to checkout.

 

However, I properly set up my Paypal Account to enable optional paypal account login. I read it could be users must log in if they are not in the same country as the seller account. But this should not be the case either.

 

When configuring the Paypal module, I cannot change the default Country set to France. If I change it, it puts again France, could that be the problem?
