Cart Rule Priority Glitch

Hi, 

I'm using Prestashop Cloud.  I've created 2 cart rules.  

1. Free shipping on orders over $100 before tax and shipping (set to priority 2)

2. 10% Discount Voucher for all customers everywhere (set to priority 1)

 

If the customer first carts $100 worth of products, the free shipping rule kicks in. 
However, once the free shipping kicks in, the customer can then apply the 10% Discount and end up receiving free shipping on an order that really is $90 in value. 

Please advise how to fix this glitch.
