PayPal Europe v.3.10.8 - country is not available

I has installed last Prestashop module PayPal Europe - Official v.3.10.8 and in the configuration tab found only one string:
'Your country is not available for this module please go on Prestashop addons to see the different possibilities'.
My country is Estonia, EU (Europe Union).
I has uninstaled and deleted it (PayPal Europe - Official v.3.10.8) and then instaled old one - PayPal v3.10.2:

v3.10.2-PayPal Europe - Official.zip

I has received answer from PayPal:

This is the reason why Estonia is not included in the Country supported by the module you want to use. Estonian Government asks us to use specific rules that are different to the rest of Europe.

You need to use a module where Estonia is included as supported Country.

I still using the old PayPal module - v3.10.2 .
