Core setting: Automatically check for module updates

Is this setting working, or is this simply a wrong translation into English ?

 

At tab "administration" -> preferences my standard setting to "Automatically check for module updates" is set to "NO".  (for some of my customers this NO-setting is a must have....)

Nevertheless when modules have an update the warning message on modules site is showing.

 

Or was this function coded for updates you bought at the addons and not native modules and it is simply a bad translation issue ?
