Is it better to to set up site first with categories, products, etc and then install a theme or vice versa?

In fact this should be indifferent, but for to be secure I will add firstly products and cat, check if all is working properly (some Server problems could appear also after this step), for than install new theme . But this is my personal opinion, others could do it by install all and than add content.

You should install theme & modules before import products.

It mean, you should complete the development before data entry. You will be avoid errors.
