Solution for Country in multiples zones

Still prestashop doesn't have a built-in solution for this?

 

I have to offer 2 different carriers with differents zones (in example Japan is FEDEX zone C but is Correos Zone D),  its very common that differents carriers have differents ways to split the weight-price rates by zones

 

Opencart in example have a easy way to do this: a country can be in X zones, so i can create "Fedex-ZoneC" and "Correos-ZoneD" with Japan on it and offer two different shipping rates

 

There is any way of doing this without pay 300€ on a module or creating 1 Zone per Country (nightmare)?
