Restrict employee to view order from specific ZIP Code

I'm looking for a module where I can:

1. Preset all the available ZIP Code that product able to ship to, if the customer key in a ZIP Code that are not under our coverage, he / she will be prompted to contact us.
2. Different employee account only able to view specific ZIP Code order (except Admin can view all)

But the module doesn't do (2)

 

is there any similar available module out there?
