Min order without tax instead of tax included

Hi,

 

When setting the minimal cart amount it is without tax by default. But of course, consumer think tax included so the minimal amount should be tax included. Beside, we have products with different tax rates, so I cannot even configure a pre calculated without tax amount and place a hard coded message with a tax included min cart amount.

 

Is there any way to put the min order tax included?
