module block tags are not all the words appear

Why module block tags are not all the words appear ? I use PS v.1.6.1.4 and I use multistore.

Same problem here:

Products are tagged o.k., "search?tag=test" shows the right products in both shops of multishop, but in the  table "tag_count" every tag has only one shop_id. Seems as if the tags are distributed randomly half to the first, half to the second shop.

But we need all tags in both shops to be shown!
