Problem if more carriers and different zones...

there is an issue with localized carriers when users are not logged in...

 

eg. a carrier is available just for one zone

BUT the user is not logged in (so we know the language but we don't know the country)

 

if the user adds a product to the cart and that carrier has the best price (default filter)

that carrier price is added to the cart...

 

we need to avoid this, at the moment there is no "carrier by language"

 

so, my opinion is that the carriers must also be related to the page language...

otherwise the users may be confused about this, at first they see a price when not logged in,

then they see another price... this is not good

I do not think it is a good idea to link carrier with language, because people speaking same language could live in many delivery zones that will lead to different shipping price,

for example, English there are so many country/regions use English. 

 

My suggestion is to install shipping estimation module so that buyer is able to see shipping estimation by choose his/her delivery region.

not an "idea"  it must be an option, at least... 

do you want to associate this carrier to a lang iso (or more langs)? and so choose the proper language(s)...or you don't...

in this way you fix this issue for sure
