Carriers List On Cart Step

Hello everyone, I am working to achieve a DropShipping module.

I seek the ways to intercept available carriers in the cart step to change them on a Hook.

Is there possible ? I tested the Hook hookDisplayBeforeCarrier and hookDisplayCarrierList that allow me to actually visualize carriers available but not change them.
