Build Dynamic Cms Based On Country And City

Hi all,

 

We have a flowers shop and we would like to make cms pages for all cities in every country we deliver flowers, If we take the manual approach and we go and build cms pages for each city it would be a huge effort and I would like to develop a quick and easy way to build dynamic cms pages based on a template where only the names of the country and city are changed and also the url (the url should be something like '/flowers-cityname').

But I do not have any clue on how to get it started

 

Does anyone know how to get it started?
