Configure Shipping By Neighborhood And States

Dear, 

 

I live in Argentina and I have a store in prestashop. There are two way to deliver the products.

 

1) The client take it directly from our store.

2) We deliver the product only in Argentina. (this is the point where I'm interested now)

 

Inside Buenos Aires City there are different neighborhoods like Retiro, Almagro, Palermo etc..

 

As we deliver the products with a private company, there are different fees for the neighborhoods inside Buenos Aires City. Retiro $24 Almagro $30 etc

 

How can I configure this, so when the client specify the neighborhood or his address for the delivery, Prestashop shows the price for his location?

 

I see this kind of difficult, if its not possible to do this, is there a way that the client select delivery and I show a table of prices for all the zones?

 

Other way Is that we arrange the delivery company by mail or telephone with the client, is this possible too?

Is there a way to disable Shipping? 

 

The thing is that I arrange by phone the deliver with my clients. It would be great to disable Shipping.

 

Is it possible?
