Differential Taxes

Hello,

I've been searching for a solution for this and didn't find any material on this. Is there an option to create a tax rule with a minimum/maximum total price requirement?

There are a few countries where the customs are differential, and I want to charge these costs in advance (DDP) - so, for example, I want to create a 10% tax, but only on orders higher than 100$. 

I'll be happy to hear of a module/addon or a different solution.

(I thought of using a cart rule for this, but you can't apply a "negative discount").
