Paypal Express Returning Error

I am using Paypal USA, Canada but getting an error during checkout. I set up my API per instructions. The paypal account I am paying with is definately valid.

 

The checkout seems to go fine until the very end (step 5) of payment. It even allows me to log into paypal and hit pay, then it takes me back to the cart to address shipping, and go to step 5. In step 5 when I click the paypal express one last time it returns an error.

Do I have to set another setting in Paypal that is not documented? In Zen Cart I we have to enter a return URL in order for it to work. So I was wondering if those simple settings in the image above are enough.

 

I would have assumed if I clicked the express checkout button on the bottom of the cart page it would have been a one page quick checkout and dropped me back off to the cart for final confirmation (like Zen Cart). Instead I click the payment button, log in, modify my address, come back to the cart select shipping. go to step 5 and then AGAIN have to hit the Paypal button to pay. This seems wrong somehow that I have to hit the paypal button twice. I am guessing my checkout configuration is not optimized. Is there an easier and quicker way to checkout with much less steps?

OK fist I changed a setting from 5 page checkout to 1 page. Much nicer. But my problem still exist in that when I test a checkout payment via Paypal, it returns a paypal error.

 

Yet, I received both payment e-mails (from both tests) directly from my Paypal account showing both of the the test transaction doid actually. Yest I am getting an error in Prestasop at the final stage saying payment was not made. The communication just seems to not be coming back into the store properly from paypal. That is what the API is for right? This is another reason I am wondering if I need to set a return URL in paypal. Just don't know where to look here but something is off and I would guess a setting.

I am sorry but actually I performed 3 tests. And all the payment in Paypal are marked as Unclaimed. I assume this is since Paypal payment did not transfer back into the store at final step properly. Seems as if data transfer is off, where do I look troubleshoot this.

Solved. The issue was found in my Paypal setup screen, in that the clients primary Paypal e-mail was not confirmed. It allowed me as a customer to go into the Paypal website but did not allow the payment to properly process. The image shows how I found and solved the problem.
