Paypal Not Accepting Canadian Orders

Out of nowhere, I started getting this error on all orders from Canada:

 

PayPal response:
TIMESTAMP -> 2016-01-25T08:55:52Z
L_ERRORCODE0 -> 10723
L_SHORTMESSAGE0 -> Shipping Address State Empty
L_LONGMESSAGE0 -> The field Shipping Address State is required
L_SEVERITYCODE0 -> Error

 

I am using Prestashop 1.4 with the Paypal module 3.8.1

 

I looked for an upgraded Paypal module, and now I see that there are two modules available: Paypal USA and Paypal Europe. Based on the version number, I assume the one I am using has been renamed Paypal Europe. For what it's worth, I am in neither USA or Europe, I am in Asia. I'm not sure if any of this matters.

Anyway, states are set up correctly on my shop for Canada, as I have been receiving orders fine until now. Does anyone have any suggestions? Should I upgrade to Paypal Europe?

I think you should start by viewing the address that was used, and then confirming with Paypal if that address is valid.

 

Obviously Paypal does not believe the address is valid, so now spend some time trying to understand why.
