Could you share the site's url? I'd say you only need to shuffle blocks positions from modules -> positions for 2, as for 1, you might have to hardcode that manually in the user into block's tpl

There must be a module for that phone number, you just need to swap its position with the search bar's.
As for the other, as I said you need to hardcode it, unless that Top info block allows you to add custom links. It depends on your theme
