Site Displays As Expected On The Desktop But Not On A Mobile Device

Am using the default template. Site displays fine on the desktop but not on a mobile device (see attached screenshot).

Any ideas what's causing problem?

After lots of googling and reading various posts, I tried the settings in the Performance page and found disabling Smart Cache for CSS restored most of the site on mobile devices. The setting is only supported to cause problems with custom themes that aren't compatible but I am using default theme.
