How To Remove Comment Field On Checkout And In Order History

HI

I try remove this info

"If you would like to add a comment about your order, please write it in the field below."

and text area below on checkout page, but i can't

 

also i want to do the same thing on customer account in order history

 

i try do this in theme catalog in file: order-detail.tpl and order-carrier.tpl but nothing happend

i clear cache, recompile file after checnge tpl , clear cooskies in web browseer and still the same
