I Am In England, How To Set Default Currency Of Other Country To Usd?

In localization there  is a default currency setting, 

 

however, I wonder are there any way set like this:

 

1) in uk, using the uk dollar by default, can change to usd dollar

2) in other country, using the usd by defualt , can change to uk dollar

 

and the checking is base on IP
