Setting Free Shipping If Cart Price > $40

Hi, 

 

I am using prestashop v 1.6.09 and module Connect to USPS v1.3.5 .  

 

I want to offer free priority mail shipping if the customer spends more than $40.

 

I went into Shipping / Preferences and set the "Free shipping starts at"  to $40.  Handling is set to $2

 

 

When I add items to the cart and the total is < $40, the correct shipping prices are displayed as expected.

 

When the cart hits $40 all shipping options are set to Free.  I only want the Priority Mail option set to Free.  If a customer wants to use Express Mail they should pay the full price for that option.

 

Any help is appreciated.
