What do you need to do, exactly? Apply CA tax to products dropshipped by that? If so, create a new tax rule with the CA tax amount, and assign it to those products

But if I'm shipping same products to NY, how to I change tax for it?

 

Example: item 1 was order from a customer in NY

and the same item is order from a different customer in CA, how do I set it up to change tax from the customer in NY and CA if the same item is order from two different customers in different states?

It should be applied automatically, if you use both taxes in the cart rule. It should pick the correct one using the shipping address.

An order can't be by two customers, with 2 shipping addresses

Am sorry, maybe am not exampling it correctly. The tax rule only allow one tax rule at a time.  Can you plea example how I can set it up? because it only me to select one tax at a time.

See the picture, when I click on the tax rule it drop down and then I can select the tax I want to apply to the item, but I need to apply CA and NY tax to the same item.

You should be able to setup 2 different tax rules in a tax rule group, for 2 states. Unless I am missing what you need
