cart rule (Voucher) problem - customer can use voucher many times if free shipping is activated

hi

 

i have set to get a voucher when customer returns an item  with the amount of the product cost .

 

the problem is that he can use the  voucher as many times he wants . i have set the conditions to use it 1 time but the voucher didnt  deactivated .

 

i use latest version 1.6.1.2

update :

 

i have check it again and the problem occurs when you activate free shipping . when free shipping is on the voucher is still active after customer use !

 

please someone check it
