Strange behavior shipping module

Hi

I have 3 carriers in my shipping. One is address of webshop - free shipping. second is BTR which is and italian carrier and third is Cash on delivery.

the first is for everyone, the second for about 10 countries and the third only for local italian market. For the BRT carrier I made 10 zones and puit a country to every zone. The zones are showing up at the BRT carrier and I put in shipping costs for several price ranges. No Italy and Netherlands are tested and working fine. However, today we got a new customer from greece and he got the shipping costs from italy. On checkout there was no option for BRT, but there was an option for Cash on delivery (which is for the italian market only). 

Seems like there is something seriously wrong with the shipping module.

version is 1.6.1.0

OK,

Of all 10 countries only greece is not working. I tried several things, but it got only worse. It now always says "free shipping" and after that "no carrier for your country"

I also removed it from this carrier and made a new one just for Greece, but still free shipping and no carrier available. This is getting quiet annoying. Can I somehow reinstall countries or something like that? I also checked the database and can't find anything strange in the country/ carrier and zone tables.

Well,

I moved the country back and forward and when I put it back in the euro zone and made a special zone for italy it suddenly worked  .

Anyway, looks like a bug, but I don;t know where it went wrong and what the solution exactly was
