Tax on shipping?

Hello

My Italian customers should be paying 20% tax on shipping.
Is there a way to add 20% in tax on shipping?

I know that states/zones can have add shipping tax, however, not sure how it would be possible to do for a country.

Furthermore I have products with 20% tax added and another group of products with 10% tax added, but shipping should always be 20% added tax.
