Cart Rule Maximum Limit

Hi, I want to create a cart rule that gives a discount of X$ for any order under 100$.

I managed to make it work automaticly, but the problem is that for orders with value over 100$ the shipment it's free, and I would like to remove the X$ discount.

 

The free delivery it's from courier module, it is not a cart rule ! (so no cart rules compatibility solution for this...)

 

I am thinking about doing a cart rule that adds X$ to the order, with minimum value set to 100$. I didn't managed to do that yet.

 

Or, somehow, to add a new condition to my X$ discount rule, a maximum value limit. It is important to be a cart rule, not a catalog rule, becouse I do not want the product prices to be affected.

 

Any ideas ?
