"Other is required" custom template, inherited shop...

Hi, I'm trying to solve some problem, due to registering/adding address, prestashop keeps asking for "other" field. I already updated webstore to 1.6.1.1 but a problem reminds. 

 

I was looking in validate.php and validate.js, but without any help - also I think, after upgrading they should change, right? So problem is somewhere else. In backoffice, no "other" field is declared to be mandatory. 

Disabling all overwriting does not help either.

 

 

 

For now only solution I developed, I adedd a " " - space placeholder in the field in tpl file, but is prothesis, not a solutions.

 

You're smarter than me, maybe somebody will help me.
