Free shipping bug and question about currencies

While I'm not new with Prestashop anymore, it is the first web shop I'm creating. I've been fiddling with Prestashop for about two months now. As of yet I'm using the latest versions of the CMS and the Warehouse theme.

I've postponed the launch of a webshop for 3 weeks now but the release can't wait much longer.

For the life of me, I can't solve 2 problems:

1) The "free shipping" bug:

 

Damaging when using Prestashop within EU countries.

2) Decimal separators on currency - (Same currency but displayed in two forms):

 

Everything is fine in German (comma). I wish that customers who choose English as language get their prices with a dot instead of a comma. There is a huge difference, depending on who you ask, between 10 Euros displayed like 10,00 € and 10.00 €. I'm afraid Americans, British and other customers may opt NOT to buy, just in case.

Requirements:

Languages enabled are German and English. The shop accepts Euros as payment and goods are delivered to around 40 countries worldwide. The base of operations is Germany. Customers worldwide may buy as long as the shipping goes to one of those countries; Germany, some EU, some non-EU and some countries located in all other continents.


Any suggestions?
