I have confirmed that all carriers are available in my country and the products. I consider that they can be selected but just not show the second one, because when I change the way of sort(position/cost) its show the two different carrier in the check out page. Although I had changed the content of order-carrier.tpl before, useing the origin order-carrier.tpl to cover the changed file was totally no use. Just because I want to hide the invoice address section in checkout page, I attached "display:none;" to class "alternate_item",which is the class of the second carrier method, too. How stupid I am...
