Making ajax cart continue to expand

Hi,
I have made my cart position:fixed in the CSS , so it is viewable when a user scrolls down the product list. The only problem is that when the cart gets more than 15 items, you cannot view the checkout or cart buttons even by scrolling the main page. You can't even see any further products added to the cart. I want to force a page refresh with some changed CSS which will move the cart to be back at the top of the page. I have the script correct in blockcart.tpl to change the position, but I cannot force the page reload. Where should I put the javascript/php for a page reload so that, when a user loads item number 15, the whole page refreshes. I have been tearing my hair out with this one all day. PLEASE HELP!!
