Fixing a State / Tax issue with orders

I have a major issue causing me a lot of grief.

Not all order are affected but it happens in 1/3 or even 1/2 of my domestic orders. Orders outside of the country are not a problem, because we don't charge tax to them anyway.

 

So the issue i'm having is related to the State/Province which affects the tax rate. In Canada we have a 5% Canada tax and then each province has their own rate for provincial tax. If a customer places an order and does not select a province, they should not be allowed to go to the next step, but unfortunately some customers are able to proceed with the order without a province which causes the taxes to be charged wrong.

 

I am will to pay for an expert or developer to fix this issue ASAP.
