Cart Rules Zones condition

Hi!

I want to create a cart rule.

If you buy a products over 400$ the shipping cost is free.

But it only happens in some zones.

 

In the cart rules i see you can make condition by a country but not by a zone.

 

I see in the admin folder, themes, default, template, controllers, cart_rules, conditions.tpl in the line 134 are some countries  and coutry variable but if i change it for zones an and zone variable not working.

 

Any idea?
